PARAGRAPH ON LITERACY AND DEMOCRACY-Some scholars are of the opinion that democracy can be successful only if total literacy pervades the country. they argue that democracy requires adequate understanding of the implications of the actions of the politicians. They say that democracy in Amercia and Britain is such a success because of high rates of literacy and it works as a guarantee against arbitrary decisions that the politicians are prone to make. The recent decision of President Bush and Prime Minister Blair for attack on Iraq has attracted severe opposition from the people, and it is due to literacy. It is true that illiteracy causes considerable problems but the people of India have shown considerable maturity in electing the governments in the Centre as well as the States year after year.

Illiteracy has not come in the way of exercising democratic rights, but there is no doubt that literacy will make people exercise their democratic rights more effectively. Illiteracy is certainly a curse but that does not mean that masses should reel under undemocratic rule on the pretext of illiteracy. Rather, the democratic government must pay immediate attention to the eradication of illiteracy.
